What You Need To Know About Workforce Development

The Workforce Training and Upgrading Scheme (WTU) was introduced to support the costs of selected skills assessment and training courses to upgrade the skills of workforce in the built environment. This funding scheme is for firms in the Singapore construction sector with local or foreign workforce who meet the qualifying criteria to apply the WTU Scheme for funding support for training courses and assessment approved by Building and Construction Authority.

Firms in the construction industry can get funding support for up to 80% depending on the type of eligible courses it signs up to. Some types of courses supported includes:

• Familiarisation course and skills assessment for CoreTrade registration
• Training and certification in selected higher value-adding qualifications at supervisory level that are approved by BCA
• Training and skills evaluation for second SEC(K) certification leading to qualification of Multi-Skilling (Learn More)
• Enhanced Funding Selected Professional Managerial Executive and Technical personnel’s (PMETs) courses for locals and foreigners that are directly related to productivity. (Subjected to participants meeting additional requirements)

For the qualifying criteria of the first 3 courses mentioned above, local participants must at least achieve 75% course attendance rate and sat for assessments qualify for WTU Funding

Qualifying Criteria for Types (a), (b) & (c) courses

For local participants (i.e. Participants who are Singapore Citizens or Singapore Permanent Residents):

• Achieved at least 75% course attendance rate
• Sat for the assessments

For foreign participants:

• Must possess at least 4 years of construction experience in Singapore
• Achieved at least 75% course attendance rate; and
• Sat for and pass the assessments

Qualifying Criteria for Enhanced Funding (Type (d)) for PMET courses

For local participants (i.e. Participants who are Singapore Citizens or Singapore Permanent Residents):

• Achieved at least 75% course attendance rate;
• Sat and pass the assessments;
• Complete course evaluation form;
• Submit project report 3 months after course completion through Qualtrics
• Remain in the sponsoring firm for at least 3 months.

For foreign participants:

• At least have 2 years of construction experience in Singapore;
• Achieved at least 75% course attendance rate;
• Sat for and pass the tests and assessments;
• Complete course evaluation form
• Submit project report 3 months after course completion through Qualtrics
• Remain in the sponsoring firm for at least 3 months

The Workforce Training and Upgrading (WTU) Scheme is now open for application for approved courses and skill assessments that commence on or after 1 June 2010.
